Marcos Signs Law Expanding Free Tertiary Education Aid for Disadvantaged Students

President Ferdinand Marcos Jr. has signed Republic Act No. 12325, amending the Universal Access to Quality Tertiary Education Act (RA 10931) to expand the Tertiary Education Subsidy (TES) for disadvantaged students and Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries.

During the ceremonial signing at Malacañan Palace on Friday, September 4, 2026, Marcos emphasized the importance of addressing non-tuition expenses. He noted that the law addresses costs that often force students to drop out, such as books, transportation, and daily allowances.

"This Act reflects what our Bagong Pilipinas should always be: a country where every young Filipino, especially the most disadvantaged, has an equal chance at a quality tertiary education," Marcos stated.

The amendments prioritize youth from low-income families by extending government support to poor and deserving students enrolled in priority programs. Under the law, qualified students can receive financial aid to pursue their studies in qualified private higher education institutions and technical-vocational centers, particularly if they are not covered by existing public grants.

Furthermore, the expanded assistance covers a broader range of education-related requirements to ensure students can successfully finish their degrees.
