PNP Units Warn Against Deceptive AI-Generated Images of Police Uniforms

Multiple units of the Philippine National Police (PNP) are urging the public to stop and think before participating in an online trend involving artificial intelligence (AI) apps that digitally place civilians into police uniforms.In separate public advisories, provincial and city police offices warned that the unauthorized creation, posting, and dissemination of these deepfakes pose serious security risks and violate national laws.

The Risks of Digital Impersonation

According to the Davao de Oro Police Provincial Office (DDOPPO), the growing accessibility of generative AI tools makes it remarkably easy to manipulate official markings. Law enforcement authorities highlighted that these images create a false impression of state authority, police affiliation, or official PNP endorsement.

The PNP identified several dangers associated with the trend, including:

Identity Misuse: Digital profiles can be weaponized for online scams, illegal claims, and trolling.

Public Misdirection: Fabricated content easily misleads citizens into trusting fake authority figures.

Erosion of Trust: Misusing official emblems disrespects the honor of the uniform and compromises the integrity of actual police operations.

Legal Consequences

The authorities emphasized that utilizing technology does not shield individuals from legal accountability. Civilians caught generating deceptive content or falsely portraying themselves as officers can face civil, administrative, or criminal charges.

Under Article 177 (Usurpation of Authority) and Article 179 (Illegal Use of Uniforms or Insignia) of the Revised Penal Code, the unauthorized public display or improper use of uniforms pertaining to an office not held by the person is strictly prohibited and punishable by law.

The 'Stop, Check, Think' Campaign

While police units acknowledge that AI technology can be harnessed for legitimate creative, educational, or entertainment projects, they stress that a clear line must be drawn to prevent deception.The Abra Police Provincial Office and other stations are actively promoting a "Stop, Check, Think" approach before users upload media online. If creative AI-generated content depicting police imagery must be posted, authorities demand that it be explicitly and clearly labeled as fictional or AI-generated to avoid any public confusion
