OFW Lounge Controversy: OWWA Clarifies 6-Hour Stay Rule After Viral Travel Incident

A viral social media post by an overseas Filipino worker (OFW) and content creator named "Miss Apple" has sparked widespread debate over the access rules at the Ninoy Aquino International Airport (NAIA) Terminal 3 OFW Lounge.

The Incident

On August 5, 2026, Miss Apple arrived at NAIA Terminal 3 after an exhausting multi-leg journey from Miami via Qatar. She sought to rest at the free, dedicated lounge before transferring to Terminal 2 for her 4:00 AM domestic connecting flight.

However, frontline staff initially denied her entry, misinterpreting a policy implemented by the Overseas Workers Welfare Administration (OWWA) that was believed to restrict entry to passengers whose flights depart within six hours. Following an emotional appeal, supervisors eventually granted her access.

OWWA Guidelines and Response

In response to the viral debate, OWWA clarified the operational guidelines to protect both passenger welfare and facility capacity:

• 24-Hour Window Eligibility: Arriving international OFWs with a confirmed domestic flight within 24 hours of arrival are fully eligible to use the lounge and do not need to wait until the 6-hour pre-flight mark to enter.
• 6-Hour Stay Limit: To prevent severe overcrowding from the 4,000 to 6,000 daily departing workers, a maximum stay of six hours per visit remains enforced.
• Capacity Constraints: The Terminal 3 lounge can only seat 216 individuals at a time. Real-time occupancy tracking systems are deployed outside to manage queues safely.
• Special Considerations: The agency emphasized that exemptions for longer stays will be granted for weary travelers, senior citizens, disabled individuals, and those with urgent medical conditions depending on room availability.
