According to an official statement issued by ICC Trial Chamber III, the judicial panel, presided over by Judge Joanna Korner, made the decision after all legal groups confirmed there are no pressing organizational problems to resolve at this point. The prosecution, the defense, and the legal representatives of the victims collectively stated that they "do not have specific matters which require attention at this stage of the proceedings."

Status Conferences Explained

Status conferences are administrative meetings where judges, defense counsels, and prosecutors review preparations for the main trial. They ensure both sides disclose evidence in a timely manner and resolve structural roadblocks. Because no active items required a hearing this month, the court elected to skip the July review to streamline the pretrial timeline.

Medical Panel Assessing Fitness

Duterte, 81, remains detained at the Scheveningen prison complex in The Hague following his arrest and surrender last year. He is facing three counts of crimes against humanity for murder, connected to extrajudicial killings during his anti-drug campaign as Davao City mayor and later as president.

The former president has not appeared in person before the ICC courtroom since his custody began. His last public appearance occurred via a video link in March 2025 during his initial presentment.

The court has ordered a three-member medical panel, featuring specialists in geriatric neurology, behavioral neurology, forensic psychiatry, and neuropsychology, to evaluate Duterte’s mental and physical health. The assessment will determine if the former president is medically fit to exercise his right to a fair trial.

Despite the July cancellation, the broader judicial calendar remains unaffected:

The landmark trial marks the first time an Asian former head of state will face prosecution before the ICC. Prosecutors intend to call between 60 and 70 witnesses to prove charges of state-sponsored systemic murder.
