Marcos Expands ‘UPLIFT’ Aid with ₱12.3-B Allocation for 7.5 Million Filipino Households Amid Oil Price Pressures

President Ferdinand R. Marcos Jr. has ordered the expansion of the government's flagship socio-economic safety net, the Unified Package for Livelihood, Industry, Food and Transport (UPLIFT) Assistance program. The move deploys a ₱12.375 billion targeted fund to protect vulnerable sectors from inflation spikes.

The intervention comes in response to rising commodity and fuel costs driven by volatile global oil markets and ongoing geopolitical tensions in the Middle East. The Department of Budget and Management (DBM) immediately approved the funding to shield low-income and near-poor Filipinos.

Three-Tiered Cash Distribution Framework

The expanded UPLIFT framework divides beneficiaries into three distinct segments, utilizing data-driven tracking to avoid duplication of benefits:

• One-Time ₱2,000 Grant: Allotted to 3.5 million current beneficiaries enrolled under the Pantawid Pamilyang Pilipino Program (4Ps) and the Walang Gutom program.
• Monthly ₱2,000 Subsidy (July to December): Dedicated to 2.5 million poor and near-poor households identified through the 2024 Community-Based Monitoring System (CBMS).
• Monthly ₱2,000 Subsidy (July to December): Allocated to 1.5 million low-income workers verified via the Social Security System (SSS) database.

The multi-month subsidies aim to provide continuous purchasing power during the most critical inflation window of the year.

Digital Deployment Strategy

The Department of Social Welfare and Development (DSWD) will co-lead the implementation alongside partner agencies. To ensure transparent and rapid delivery, the administration is prioritizing digital distribution methods over manual cash payouts.

The DSWD plans to leverage existing digital wallets, e-wallets, and the Land Bank of the Philippines’ electronic network to deliver the funds straight to beneficiaries. This strategy minimizes administrative leakages, eliminates long lines at physical distribution hubs, and guarantees that aid reaches 7.5 million families effectively.
