Cayetano Defends Senate Independence, Pushes for Continuation of Blue Ribbon Probe
Senate President Alan Peter Cayetano strongly defended the institutional integrity of the upper house, asserting that the chamber must remain a vehicle for uncovering the truth through independent and impartial legislative inquiries.
Speaking amidst an escalating gridlock in the legislature, Cayetano issued a firm warning against turning the Senate into a “puppet” of political maneuvering. He emphasized that ongoing congressional investigations—specifically those handled by the Senate Blue Ribbon Committee—must proceed without interference.
Battle Over the Blue Ribbon Committee
At the center of Cayetano’s push is the resumption of high-profile corruption inquiries. The Senate chief reiterated that committee investigations are vital to national accountability and should not be derailed by shifting political dynamics.
* The Flood Control Probe: Under Cayetano’s directive, a specialized Blue Ribbon subcommittee led by Senator Rodante Marcoleta is scheduled to resume hearings on June 4 regarding the alleged multi-billion government flood control scandal.
* Institutional Cleansing: Cayetano defended the legality of continuing the probe, noting that a clean, impartial evaluation of the facts is necessary. "We want the whole truth and not only some truth... to come out," Cayetano stated.
* The Rules Dispute: Members of the opposing minority bloc have fiercely challenged the move, arguing that establishing a standalone subcommittee to handle the inquiry bypasses essential plenary approvals.
Standoff and "Puppet" Warning
The conflict erupted into a full legislative standstill as the Senate failed to establish a quorum for consecutive days. Cayetano openly framed the majority bloc's absence from the session hall as a calculated, legitimate "parliamentary tool".
According to Cayetano, the boycott serves a dual purpose:
1. Preventing a Takeover: It blocks what he described as an attempt by minority lawmakers to alter Senate rules and seize control of critical committee seats.
2. Protesting External Influence: It acts as a clear stand against elements trying to transform the upper house into a compromised, compliant body.
"Now that there's no quorum and no session... there is a protest included," Cayetano explained in a public broadcast. "A protest against a puppet Senate that they want."
Minority Demands Resignation
The minority bloc, led by Senator Erwin Tulfo, has fired back aggressively by launching a formal demand for Cayetano to step down from the Senate presidency. The 11-member minority group accused Cayetano of an outright dereliction of duty for refusing to convene regular legislative sessions.
Critics have also voiced strong suspicions that the sudden urgency of the Blue Ribbon's flood control probe is designed to act as a political smokescreen. Some lawmakers claim the inquiry is a strategic maneuver intended to distract the public from concurrent national issues, including the volatile impeachment proceedings surrounding Vice President Sara Duterte.
Despite the fierce resistance and calls for his ouster, Cayetano remains unyielding. He maintains that the rules are being applied morally and legally to ensure that the search for accountability in public infrastructure spending is not suppressed by political interests.
