The transition became official after the respective legislative measures granting their naturalization lapsed into law. Diouf’s citizenship was finalized under Republic Act No. 12318, while Means achieved her naturalization through Republic Act No. 12319. Both bills concluded their mandatory executive review period without a presidential veto, solidifying their status as dual-national sports assets.

Elizabeth Jeanette Means, a skilled 6-foot utility player, brings elite international experience from the United States NCAA Division II circuit, where she starred for Westminster University. The Gilas Pilipinas Women’s National Team program intends to utilize Means across multiple competitive formats.
