The Samahang Basketbol ng Pilipinas (SBP) has secured vital frontline reinforcements for its national team rosters as basketball standouts Maodo "Malick" Diouf and Elizabeth Jeanette Means are now officially Filipino citizens.

The transition became official after the respective legislative measures granting their naturalization lapsed into law. Diouf’s citizenship was finalized under Republic Act No. 12318, while Means achieved her naturalization through Republic Act No. 12319. Both bills concluded their mandatory executive review period without a presidential veto, solidifying their status as dual-national sports assets.

Frontcourt Strength for Gilas Men's 3x3 Pool

Diouf, a towering 6-foot-11 native of Senegal, has established a profound basketball footprint in the country over the last seven years. He initially arrived to compete in the collegiate ranks for Centro Escolar University before transferring to the University of the Philippines (UP) Fighting Maroons.

His collegiate stint was defined by massive competitive success:

UAAP Season 84 Champion: Served as the defensive anchor that broke UP's historic 36-year championship drought.
UAAP Season 85 MVP: Awarded the league's highest individual honor following a dominant statistical season.

The SBP has explicitly designated Diouf for integration into the Gilas Pilipinas 3x3 men’s pool. Because he has established long-term local residency, acquiring a Philippine passport now paves the way for his future eligibility parameters under broader FIBA regulatory frameworks.

Versatile Depth for Gilas Women's Squads

Elizabeth Jeanette Means, a skilled 6-foot utility player, brings elite international experience from the United States NCAA Division II circuit, where she starred for Westminster University. Beyond her athletic prowess, Means holds deep structural ties to the archipelago, tracing her immediate family ancestry directly to Naga, Camarines Sur.

The Gilas Pilipinas Women’s National Team program intends to utilize Means across multiple competitive formats. Her immediate international deployment is expected to fortify the women's 3x3 squad, inject size into the national player development pipeline, and provide the programmatic depth required for upcoming regional qualifiers.

Legislative Fast-Track for Sports Development

The dual naturalization initiative was heavily championed in the legislature to systematically elevate the global ranking of Philippine basketball programs. Senator Francis "Kiko" Pangilinan acted as the principal sponsor for the measures in the upper chamber, driving the swift passage of House Bills 6640 and 6641.

During the legislative committee hearings, lawmakers noted Diouf's cultural integration, highlighted by his ability to fluently recite the Panatang Makabayan (Patriotic Oath) and sing Lupang Hinirang (The National Anthem).

With the legal paperwork completed, both athletes are now clear to process their administrative passports and secure formal clearance to wear the national colors in official international tournament windows.
