MANILA, Philippines — President Ferdinand Marcos Jr. has officially appointed career public servant Kim Robert De Leon as the new Secretary of the Department of Budget and Management (DBM), succeeding Amenah Pangandaman.

At just 32 years old, De Leon makes history as the youngest Budget Secretary ever appointed in the Philippines, as well as the youngest member of President Marcos's current Cabinet.

Beyond his rapid ascent through the ranks of government bureaucracy, the newly minted DBM chief carries an unusual global distinction: he is an officially certified Guinness World Record holder for the world's largest collection of stamps featuring the Pope.

A Historic Philatelic Feat

Long before managing the nation's trillions in public funds, De Leon was meticulously managing a massive philatelic archive. In February 2024, Guinness World Records formally recognized him for amassing 2,398 unique papal stamps.

His collection spans decades of Vatican history, featuring rare commemorations of various pontiffs, including Pope John Paul II, Pope Benedict XVI, and Pope Francis. Colleagues and observers note that the same meticulous eye for detail, preservation, and structure required to break a world philatelic record has driven his stellar trajectory in public administration.

A Meteoric Rise in Public Service

Despite his youth, De Leon is not a political outsider. He is a seasoned career official who has spent years navigating the complexities of state auditing, budgeting, and legal frameworks.

Academic Background: He holds a degree from the University of the Philippines National College of Public Administration and Governance (UP NCPAG), establishing a foundational expertise in fiscal policy.

Previous Roles: Prior to his Cabinet promotion, De Leon served as an Undersecretary within the DBM, handling major portfolios in corporate management, procurement, and local government budget oversight. He also holds extensive experience from his earlier tenure at the Commission on Audit (COA).

Technocratic Focus: His appointment has been widely viewed by political analysts as a nod toward technocratic continuity, signaling the administration's intent to stick to strict fiscal targets and accelerate digital transformation within government spending.

As De Leon assumes control of the DBM, he faces the massive responsibility of crafting, defending, and executing the upcoming national budget.
