CICC files sedition, cybercrime raps vs Reina Mercedes, Isabela Vice Mayor Respicio over online posts
The Cybercrime Investigation and Coordinating Center (CICC) has filed criminal and administrative complaints before the National Bureau of Investigation (NBI) against Reina Mercedes, Isabela Vice Mayor Atty. Jeryll Harold Respicio over alleged "seditious statements" posted online.
The formal complaint-affidavit was submitted on May 22, 2026, by CICC Executive Director Undersecretary Aboy Paraiso, accompanied by PCO Undersecretary Precious Hipolito-Castelo.
Charges and Evidence
Authorities are pursuing charges for inciting to sedition, rebellion, and unlawful utterances under the Revised Penal Code and the Cybercrime Prevention Act. The complaints stem from social media broadcasts by Respicio, who has over 1 million followers, particularly a May 19, 2026, post suggesting "revolution is the answer".
"This is a case of crime against public order committed online... we expect [responsible use of social media] especially from professionals and public officials," stated CICC Usec. Paraiso.
Legal Proceedings and Response
The NBI is conducting a case buildup and will issue a subpoena to the vice mayor. The CICC is coordinating with Meta to remove the content, while Respicio faces potential legal sanctions and disbarment.
Respicio, a lawyer and accountant, has denied illegal activity, arguing his criticisms are protected speech and that he did not cross legal lines. He intends to wait for the official subpoena, according to his statement.
