SUPREMO AND 14 OTHERS ARRESTED IN MULTI-MILLION ROYAL KINGDOM INVESTMENT SCAM IN LAGUNA
A major operation was conducted by the PNP Anti-Cybercrime Group (ACG), in collaboration with the Securities and Exchange Commission (SEC), resulting in the arrest of the leader and fourteen members of a suspected investment scam group in Santa Rosa City, Laguna. The main suspect, identified as Rolando Rhey Kipte Villar, identifies his members with the titles “Supremo,” “Spiritual Wonder Boy,” and the self-proclaimed “King” of the Royal Kingdom of Maharlika and Royal Vanguard Transnational Intelligence Inc.
Based on the investigation by the authorities, the group systematically encourages the public to invest through the purchase of so-called “green cards” and “yellow cards.” The said cards are sold for prices ranging from ₱150 to ₱5,500, with the promise of huge profits and future benefits. In addition, those who want to be part of their security force or the Royal Vanguard are also paid ₱5,500 for a uniform and badge, under the promise that they will serve as the bodyguards of the said “king.”
The group’s modus operandi is based on a remarkable promise where members will only get their money in the bank once a monarchy is established in the country and Villar is formally installed as king. Under this plan, each member is promised that they will receive the amount of ₱5 million as an initial prize. In addition, they will also receive a 2% share of the group’s collection from 174 countries that allegedly have large debts to the Philippines.
Although the group is registered as a non-stock corporation, the SEC emphasized that they do not have the necessary secondary license to solicit or accept investments from the public. As a result, the suspects are facing multiple charges including violations of the Securities Regulation Code, Financial Products and Services Consumer Protection Act, and Cybercrime Prevention Act. The arrested individuals are currently in the custody of authorities while the relevant documents for their prosecution are being prepared.
